While no formal online code was located regarding the completion of Table 301.2(1) and the response to the requirement of an ice barrier, Rebecca Savidge, Building Inspector of Lansing, KS confirmed it is required. (Per email dated 11/14/19.)

Table R301.2(1) of the International Residential Code, 2003 Edition, is hereby amended to read as follows:

TABLE R301.2(1)

R404.1.3 shall be amended to read; A design in accordance with accepted engineering practice shall be provided for concrete or masonry foundation walls when any of the conditions listed below exist. Where applicable, a standard design approved by the City may be used in lieu of a design from the design professional. Lansing, KS Muni. Code § 4-204.
